A resident is a person whose home state (primary place of business or residence) is Arizona and who is not licensed as a resident by another jurisdiction (the District of Columbia, another US state or a US territory). ARS § 20-281(13).
An insurance professional can only be licensed as a resident of one jurisdiction.
A non-resident is a person who is licensed as a resident of a jurisdiction outside Arizona (the District of Columnbia, another US state or a US territory). ARS § 20-281(11).
